Dr. Jim Stein, Ed.D.

Program Coordinator

Jim has been employed at EMU since 1991 and currently holds the position of professor of construction management. All together he has twenty five plus years experience as a post-secondary construction management educator. Additionally, Jim has worked in the construction field primarily in the areas of architecture and civil engineering technology. He has earned degrees at various levels including associate (civil technology), bachelor (architecture), master (vocational education) and doctorate (instructional technology).

Dr. Bill Moylan

Assistant Professor
Coordinator of Master of Science in Construction Management Program


Assistant Professor William A. Moylan, PhD, PMP, FESD, is a member of the full-time faculty of Eastern Michigan University and instructs in Construction Management. Dr. Moylan received his BS in Construction Engineering from Lawrence Technological University; his Masters from the Massachusetts Institute of Technology, majoring in Project Management and minoring in International Business and his Ph.D. in Organization and management with a Specialization in Leadership from Capella University. He is a Certified Project Management Professional (PMP) through the Project Management Institute. Dr. Moylan is active in a variety of professional societies and community service activities, including PMI, ESD, Toastmasters International and Habitat for Humanity.

35 years of experience in design, construction, and operation of civil infrastructure facilities; 9 years teaching experience at EMU/Lawrence Technicological University. BS. in Civil Engineering from MSU, MS in Civil Engineering from WSU, Ph.D. candidate in Civil Engineering from WSU.

Benedict D. Ilozor, Ph.D., M.Sc. & B.Sc. (Honors) Architecture, MNIA, FMA from ‘98, AIA Associate (architectural qualifications accredited by the National Architectural Accrediting Board (NAAB) for the National Council of Architectural Registration Boards (NCARB) education standard and American Institute of Architects (#01-566 EESA-NCARB Evaluation), the Architects Accreditation Council of Australia (AACA) for the Royal Australian Institute of Architects (RAIA), and Architects Registration Council of Nigeria (ARCON) for the Nigerian Institute of Architects (NIA) – MNIA, 1001th Member, 967th Licensed Architect – Practice Seal Serial Number 967 issued in 1991). In the spring of 2006, Dr. Ilozor joined Construction Management Programs in the School of Engineering Technology at Eastern Michigan University, where he is Associate Professor contributing construction management, architecture, facilities planning, design, and management expertise.

Dr. John Reposa

Assistant Professor, Construction Management

Dr John Reposa has a M.S. in Construction Management and a Ph.D. in Civil Engineering with over twelve years’ experience in teaching Construction Management courses such as Estimating, Scheduling, Project Management, Production Control, and etc.  He has over twenty years of experience in the construction of power plants, residential subdivisions and stormwater management facilities. He also has overseas experience in both heavy and light construction with the Corps of Engineers. He is actively involved with the Associated Schools of Construction, the Detroit Chapter (US Green Building Council), and several Contractor Associations.

Prof. James Scigliano

AIC, CPC
Professor, Construction Management

Jamie Scigliano has been with EMU since 1999, first as a graduate student earning a Masters Degree in the Construction Management Program, then as an adjunct while working for the Barton Malow Company, and since 2005, a full-time lecturer in the CM Program.  In addition to his teaching responsibilities at EMU, Professor Scigliano is active in the AGC-MI Chapter and is past-Director of the Michigan Chapter of the American Institute of Constructors.  Jamie is also working on his Ph.D. and expects to complete the doctoral requirements by 2015.
